Congresswoman Monica De La Cruz Urges Mexico to Honor 1944 Water Treaty with the United States in Letter to Mexican Officials

In a letter Monday to Mexican Secretary of Foreign Affairs and the Mexican Ambassador to the United States, Congresswoman Monica De La Cruz (TX-15) implored Mexico to honor its 1944 water treaty with the United States.

“As good neighbors, we must help each other in times of need,” De La Cruz wrote. “Your immediate action on water deliveries from your reserves would be greatly appreciated by your neighbors in the United States, and we ask that this be done expeditiously.

“Thousands of families and farmers desperately need this water. Mexico must honor its word and fulfill its commitments to the United States that is owed under the treaty as soon as possible.”

The United States and Mexico have a treaty that requires Mexico to provide the U.S. an average of 350,000 acre-feet of water per year over a five-year cycle. However, Mexico has repeatedly waited until the end of the five-year cycle to fulfill its water contribution.
