Congresswoman Monica De La Cruz (TX-15) announced that the language she requested to hold the Mexican government accountable was included in the FY26 National Security, Department of State, and Related Programs Appropriations legislation.

Background:
Earlier this year, De La Cruz requested language in a letter to House Appropriations Committee, National Security, Department of State, and Related Programs (NSRP) Subcommittee Chairman Mario Diaz-Balart.
The requested language withholds federal assistance for Mexico until the Secretary of State certifies to the Committee on Appropriations that the Government of Mexico has completed their agreed-upon water deliveries to the United States by Mexico, as prescribed by the 1944 Water Treaty.
